sharedtalk.com is popular, I believe after making contact, usually using QQ as the medium for video chatting afterwards. –  Ming May 9 '14 at 2:51

Well, there is free language exchange in italki though. However, with paid membership there will be professional tutor to help. –  ChineseHulu.com May 9 '14 at 15:27
