I think op confused western languages' concepts on etymology, cognate etc. Since in the history of Chinese language, there's only one source of the language since Qin dynasty, the authority, so it's not a research trend on etymology or cognate in Chinese unless you work on really old oracle scripts. If you do, you should firstly do some research on 六书,from there you can see how the Chinese characters were created. 六书 is not a law or guidance of creating Chinese character but a generalization after they were created.

The idea of the stroke order is to make the character you write be more structural thus beautiful. The first stroke will always be the initial guidance of the whole character, so in this case which stroke is first depends on whether this stroke can make your character's major structure be certain. In this case, 力's right portion is more certain, whereas 九 which can be considered as left-right structure, should be written as 人,八,大 etc.

I think in fact 编译 could be used on both compile and build, I don't think it is proper to translate it to other Chinese word. Of course you can use 生成 or other words, but 编译 is used most commonly, although build = compile + link, they are different things. Whereas no one uses 构建 I believe, you don't expect programmers as professional translators so that among Chinese IT books, there are different translations.

If you do it online, for example zdic.net/c/2/79/125715.htm, this is the explanation of 如释重负, however I suggest use the standard books mentioned, online website is not reliable if you wish learn it seriously.
