I've been told that 美 cannot properly be used to describe a person's beauty. 漂亮 is the better choice, unless you are reciting, or composing poetry and you are making a metaphor.

In case there are Chinese people who haven't read Don Quixote, the expression means something like - to attempt to accomplish something that is absurd, and irrelevant, while being dubious to the fact that the task you are trying to accomplish is, in fact, absurd and irrelevant.

I am totally speculating, but this is mostly for entertainment, possibly will spur some inquiry. Maybe East and West is dominant in Chinese culture because the Sun appears to move east/west in the sky. The culture is so ancient that the Sun was the only major way to get your bearings for much of it's history.
