I noticed that with questions that have an ambiguous context such as "劳动不给报酬,你干吗?" Here, "干吗" can mean "同意吗" (do you agree), "为什么" (why), or "干什么" ([what are you] going to do). Would the use of 干嘛 here help prevent the ambiguity issue?

I think the question needs more clarification in terms of its context. If the context is referring to the festival as an assembly, (文化)艺术大會 might be more appropriate. However, if is the event segment (as in the occasion) then is 节 might be more appropriate.
