Advice for reopening: What convinced me to close was your question: "Would readers be able to share some scenarios or phrases that would help build such 关系?" This is opinion-based and should be avoided. Also your other question: "What are some Chinese phrases, fragments, or words that a student would need in order to begin building a network of guān xì (关系) ?" is vague and rather broad, you can have many many ways of doing it, which means that this question is too broad. If you can fix these we can reopen the question. Feel free to ask in Meta for advice.

I didn't downvote, but I think the current downvotes are because this question it is not about the Chinese Language. You're right, language and culture are intertwined, but asking users on how to make a network for people to connect is not a language question, I'm sure you can see that. Questions that touch on culture are OK, but the core question should be on the language itself. Your question is not bad, it's just not appropriate for the site, hope you understand. :) You're free to ask the same question on chat.

To everyone: This question is quite borderline and I was on the side of closing it because your main point is programming-related. Nevertheless, someone made me notice the fact that the question is asking about Pinyin-related stuff and this makes it a less clear-cut case. I won't close it, but if other moderators or if the community close it, then I'll agree with the decision as well.

Drux, as stated in our FAQ, this is not a translation service so asking to translate something is off topic. What you can do is propose a translation you came up with, showing how you got it (something more than pasting on Google Translate) and then asking the parts you're not sure of.

This question has been already asked so for now I've marked it as duplicate. Please use the search function next time to make sure someone else didn't ask it first. The character are simplified and traditional, but the use should be the same. :) If somebody thinks there is a difference between the two questions that I've missed, just let me know.
