market access -> 市場準入 (T) / 市场准入 (S)
Using the basis of market access, a logical translation for these two would be
a consumer market access -> 消费者市场准入
and a firm market access -> 企业市场准入
Interestingly enough, there is no such word as "consumer market access" and "firm market access" that is commonly used. (Quick google search had 0 results for firm market access and consumer market access, but had results for firm behavior and market access.
I propose the following. Using the definition of market access from business dictionary, http://www.businessdictionary.com/definition/market-access.html,
"Openness of a country's markets to foreign goods and services. Market access reflects the government's economic policies regarding import substitution and free competition." Market access would be a reflection of a government's policies regarding access to markets.
There could be some tweeks that can be made to reflect your definition of consumer market access -> Market Access for Consumers , of course this would also change its definition into something like, the consumer's behavior that reflects the government's economic policies regarding access to markets. The same can be said for firm.
