Note that "了" is optional in this case, since the verb phrases "听说" and "看到" indicate the actions are/have been completed already. However, "了" is necessary to mean the action has been completed if you say,

- 我在报纸上**看了**[了1]一篇关于她的新闻,他现在已经是一个有名的作家了.

To explain it clearer, 了 is for converting a past tense to a complete tense in this case.

我在报纸上看到一篇关于她的新闻 = I read a news about her in a newspaper.

我在报纸上看到了一篇关于她的新闻 = I have read a news about her in a newspaper.

Basically in most cases, when you are putting a 了 after a verb, you are indicating that this action has been finished.
