TL;DR: Handwriting is much harder than printed text. The first step is to improve the image quality. Afterwards we can input the text into OCR software.
This is on a door where I'm staying.
If we put it directly into Online OCR, it says:
No recognized text !
The image quality is too poor.
Step 1: Improve the image quality.
We can open ...
Sorry I couldn't add comments to existing answers, while being pretty good, there are some small mistakes within the existing answer, so I'll post the entire transcript below, feel free to ask me any questions in the comment:
OCR: Optical Character Recognition
TL;DR: Input a photo of the text into OCR software (e.g. Online OCR), then input the output into some translation software. This method requires a sufficiently high quality image for OCR to work. (It doesn't work well for handwriting, or top-to-bottom writing.)
Let's begin with a real example: a funny photo I took in ...
科大讯飞 makes the best Chinese dictation engine so far. The accuracy is far better than Siri according to reports. I've tried with their IME. If you speak clearly with a normal speed, the accuracy could reach 90% in many cases, but using it against fast conversations would surely be a frustration.
I don't agree that "Mainland Mandarin" is a stress-timed language. Where did you get the "general agreement"? In addition, I think that Mandarin is Mandarin. The difference between "Mainland Mandarin" and "Taiwan Mandarin" is smaller than British English and US English.
Back to your question. Even the words/names are translated from other stress-timed ...
The carving on the piece is from a poem called On Reading History (《咏史》) by Gao Shi (高适) from the Tang Dynasty.
The text is as follows:
This is a simplified version of the traditional characters above.
A translation by Xu Yuanchong and Xu Ming renders it as:
The envoy gave a silken gown
To one on whom he looked down,
It is 不安全性行为 (unsafe sex) , not 爪安全性行为
经 means 'through'
性 means 'sex'
预防艾滋病(经)性传播 = prevent aids spread (through) sex
A more clear phrasing might help new learners understand better - 预防艾滋病经(由)性(愛/交)传播
经由 = 'through'
性愛 = 'love making'
性交 = 'sexual intercourse'
Yes, it's correct.
shui4 说客 说士 lobbyist 说服 persuade 说导 enlighten etc.
However considering that many people today mix them up In pronunciation, 说 is supposed to be pronouned as shuo1 In both meanings, according to the latest edition of 《现代汉语词典》, with many other pronunciation adjustments as well.
The whole thing is controversial. Highly educated people refuse ...

Drawing characters by hand
TL;DR: We can obtain plaintext by manually drawing characters one-by-one using various software.
Drawing on your phone
If your phone has Chinese input installed, you likely can already do this. E.g., here I'm entering in my name into Pleco:
MDBG Online Dictionary
MDBG will accept hand drawn characters, but it does care about ...
This is based on @dROOOze's answer, but with more corrections:
(also cleared up some punctuations and tiny bits)
Searching characters by their constituent components
TL;DR: We can find characters by inputting some or all of their constituent components.
小學堂 offers a component-searching interface, so that if you manage to recognise some components of a character but not the entire character, you can input those components to get a matching character which contains them.
Here are some things that I found:
Beijing Shunyi district in a job related to labor disputes: > 70 WPM.
Fuzhou city/countryside planning: ~60 WPM
Here I come!
Her response should be "你们这个排面搞得我，我现在有一点膨胀了。“
"排面"（pái miàn) can be roughly translated to "grandeur" or "flamboyance", but there is a subtle difference between the Chinese word and these two translations. Let me try to give an example where the word 排面 can be used quite naturally in Chinese:
A young entrepreneur in a middle-sized city in China had ...
Extended character searching by their constituent components: Small seal script, Chu silk and bamboo slip characters, bronze inscription characters, or oracle bone characters
TL;DR: Using approximately same sequence of steps as the answer titled Searching characters by their constituent components, we can search for other varieties of characters, including ...

A hilarious passage. My edition says 漢巴德牛排 (no comma), if that's correct it's some kind of beefsteak; in the wine list there's a 巴德, could be related, beef steak with a wine based sauce? The article suggests port for 巴德, why not bordeaux? All guesses on my part.
Some of the other dishes also look mangled: 澳洲翠鳥雞 the Australian kingfisher chicken surely ...
