Why was I told 在什么情况下……吗? is wrong?
The whole of "'在什么情况下..." is already encapsulated in "吗?", and so it is redundant.
In other words, the 吗? in 警察可以使用电击枪吗? replaces 在什么情况下....?

Is the “的” not always required when prefacing a noun with an adjective?
不死骷髅 = the "undead", or Zombies, (a fantastical possibility)
不死的骷髅 = skeletons or skulls that are actually alive, (a natural impossibility)
So, 至少两千具不死骷髅像潮水一样涌过:-

How do I negate a 要……了 structure?
I gather that you want to contradict the speaker's prediction that it will rain soon?
So, if you insist on having some common words, then 将不要下雨, "It will not rain"
